Procurement Lead
Level 3 - Advanced Practitioner
12 month contract
The Commercial Team is a centralised support capability that drives project delivery performance by supporting the Program Executive with standardised policies, processes and key commercial functions. The Team procures Services for the Program and manages the resultant commercial arrangements; ranging from single resources, under Time & Materiel (T&M) arrangements, to large System Integrator (SI) workforces under Fixed Price and T&M arrangements.
In close collaboration with other stakeholders, the members of your team will be responsible for planning, scoping, releasing and coordinating requests for tenders and tender evaluations; this may include leading or participating in negotiations with preferred tenderers. Your team will capture and administer commercial arrangements, including processing invoice payments in accordance with commercial agreements and Commonwealth directions. Your team will hold regular Vendor meetings, and help the Program Executive ensure outcomes are being achieved in line with commercial arrangements.

Security Requirements
Minimum Baseline security clearance at the commencement of the contract but a Negative Vetting – Level 1 is preferred to provide support to certain aspects of the program.

The Role
The role’s responsibilities will include but are not limited to:
Providing expert Procurement advice to ensure activities are undertaken in accordance with Commonwealth Procurement Rules and Defence Procurement Rules.
Helping to upskill non-procurement staff on requirements surrounding procurements and commercial arrangements (including identifying and managing conflicts of interest).
Working with managers within the Program to develop tender documents, assisting in the development of Statements of Works.
Contributing to weekly and monthly Reports, briefs and presentations as required by the Commonwealth.
Capturing and report on vendor engagement: resources, no bids, spend and cross project analytics for monthly reporting to Program Executive.
Conducting, assisting with, and providing specialist adviser support to, tender evaluations and negotiations as required.
Movement of contracted resources, on to or off of the Program, captured for contracts managed. To ensure workforce data remains up to date.
Completing record keeping requirements as per Defence policy and ERP Program procedures.
Your Background & Experience
The ideal contractor will have demonstrated experience in:
5+ years procuring ICT Services in a Commonwealth agency/department preferred.
An understanding of the PGPA and CPRs; and preferably Defence procurement policies.
Experience with Defence panels, ICTPA and DSS Panel, preferred.
